, i wanted to bring in our white house correspondent, dan lothian. dan, is it all about the timing? is it now or never? is it capitalizing on the emotion of this country or is there something else afoot? >> no i do think it is now or never. the white house sees a sense of urgency here in pushing something forward. when you look back over the past several years, when you had these massive shootings, whether it's in connecticut, whether it's in colorado or elsewhere, there's talk in washington about coming up with guidelines to prevent something like that from happening again. then usually it gets lost in the noise of washington there are other pressing issues that come up. in fact we probably would have been talking about fiscal issues had that shooting not happened. they see this as an opportunity to seize the moment. they believe the president is putting forward a comprehensive plan, but it's controversial. a lot of pushback, not only from gun rights groups but some lawmakers up on capitol hill. >>> if you wouldn't mind we minding viewers. there was a lot of talk about the 19 pote

that the president could take through executive action to by pass powerful opposition in congress. and dan lothian joins us live at the white house. so, dan, if you could just layout the difference between what the president can do using executive action versus using administrative action. >> and the president and vice president have talked about things they can do legislatively. but if they can't do it that way, they can move things a lot qui quick are by ter by the preside acting on his own. a ban on high capacity clips. universal back grounground chec. tightening up checks on background checks. also discussing issues around mental health. those are some of the things that are part of the package that the president is currently looking at. but again, the president also has talked about using executive orders to move things along very quickly. and that is sort of shaping up to be somewhat of a more murky issue. one thing we expect is that the president wants to enforce existing laws. so laws that are already on the books, use executive orders to enforce them. another thing that the president poin

weapons ban through. >> let's head to washington and the white house. dan lothian is there, so dan, is the nra right? >> well, you know, i'm not going to make any predictions about what congress may or may not do. as we have learned over the last few years, what i can say is that assault weapons ban does appear to be facing an uphill effort up on capitol hill and i think what's interesting is that the president, right after the mass shooting in connecticut came out and talked about, you know, putting his support behind efforts to reinstate the assault weapons ban and this had been the position of the white house since then but what was interesting last week when the vice president was rolling out what he said what are the top tier recommendations that he had been getting of meeting with several groups he did not mention that at all so there were questions about whether the white house itself may have felt that it was losing steam and there was not support for this on capitol hill. but shortly thereafter, a spokesman for the white house saying the president and the vice president ar

it a terrorist attack as well. for more, let's go to dan rivers in london. what are the latest reports there on the hostage situation? >> effectively, according to the minister of information in algeria, this is a standoff. the algerian security forces surrounded this gas plant in the far east of algeria. the islamists are holed up inside, holding a number of western hostages. we don't know the exact numbers. there's been a press conference this morning from the norwegian stat oil company. it is saying that it had 17 employees there, 5 escaped. and therefore 12 remain unaccounted for. not clear if all are being held hostage or if some escaped into the desert. it's a confused situation. the state department confirmed there are americans among those being held. we understand as well possibly british, japanese, french as well as those norwegians. a number of countries being embroiled in this hostage crisis which looks like it may have been precipitated by algeria's decision to allow french planes to fly of the country as part of its ongoing military campaign in mali to the south. >> i kno

their second amendment rights are under attack. dan lothian following all of those developments for us this morning. good morning. >> good morning, soledad. the white house sees this package that the president will be rolling out, as a comprehensive way to try to curb gun violence, the president will be doing something we've seen in the past. when he is trying to get something through congress, he involves the public. when he makes the announcement later on this morning, he will be surrounded by young kids. these are kids who wrote intimate letters to the president after the connecticut shootings. that in itself is also under attack. getting criticism that the president is using kids as props as he pushes this policy. that, though, will be the back drop as the president lays out what sources say will be the comprehensive package, focused on an assault weapons ban and pressing for a ban on high-capacity magazines and this is the new part, with more than 10 rounds. this should impact gunmen who won't be able to fire off as many rounds as quickly as we've seen in some of the shootings. un
